A Project Document is basically a document presented to IEEE as a product of the Study Group. It includes PAR and CSD (Criteria for Standards Development), etc., and contains all the information necessary to launch the Task Force.
The IEEE SA received this document and used it as a decision material to decide whether to move from the Study Group to the Task Force or not to move to the Task Force without stopping at the Study Group (that is, not to carry out standardization work). should
